Hi,
I played golf in Bilbao about one month ago. There is a public course called Maeztegi or "La Arboleda" like the people in Bilbao like to call it.

View is nice. Green fee is 45 to 53 euros and the service is excelent. They made me feel at home!
Stay away from the rough! Otherwise it's a very playable course.
