When I can't find a significant FLO plane (you are using a laser or strobe light, right?) the usual suspect is a weak clamp (or poor clamping to the benchtop). I've only had two shafts (an Apollo Hump and a TT DGR300) that, for all my best efforts, did not display a FLO plane - interesting how they were both iron shafts.
When you've done everything you can, and you still can't find a FLO plane or anything greater than a 3cpm deviation for spine, you can install the shaft any way you like.
