Cutting down the putter shaft

Does anyone know the effect of taking off an inch or two from a putter?
Does it change the center of gravity?

Short answer yes and yes.
It changes the CoG of the
club
(also known as moving the balance point), giving you less head feel.
However, proper posture is more important than head feel (which can always be retrieved with lead tape.)

so probably buying a 35" Scotty Cameron and cutting it down to 32" is not a good idea?

I wouldn't mod a Scotty, really - they're largely like collectors items.
What I WOULD do is pull the shaft on a Scotty and use the head - the put the original shaft back in when I wanted to sell it.
But I can build you a putter for $20 in parts that, if fit properly, will outperform any ill-fitting Cameron (or Bettinardi, or Odyssey, or...)
