Yes, this "Hogan" tip was illustrated in his famous image of a rope being tied around the arms with the inner portion of the elbows pointed up as you describe. This image is described clearly by Hogan in his Five Fundementals book and he explains the benefits he gained by this positional alignment of the arms. I suggest reading it. Hogan was way ahead of his time as far as instruction and his record as a world class player backs up his words. You can't say that about every instructor.
Many modern instructors are not fond of this arm position because they say it confines the swinging motion of the arms. This is true, but in some cases it may help. In general, it will "tie" the motion of the arms closer with that of the torso. For some who lack flexibility, it may not be the best solution.
Butch Harmon has stated that he does not like this position of the right arm primarily because he advocates a stronger grip. Leadbetter also has stated that he likes the right elbow pointed more away from the right hip.
The position you mention has the outer elbow pointed at the right hip.
If it works for you, great, but keep us posted if this new swing key holds up in the long term. I also tried to use this position when my swing became too "armsy" and eventually reverted back to a position where my right elbow points more away from the target and less at my right hip.
The position you advocate does promote a proper folding action of the right elbow which is critical whichever way you set up.
I will be curious to see if you stick with this but I wish you the best of luck with your new "key".
