What's the recognised way of measuring iron distance, off the tee, or off the grass?

Both. You can get a little extra distance off a tee so you should know and be able to predict that extra distance. The tee allows a higher approach as well getting the ball to stop easier. Try to hit a couple of shots to greens in a practice round next time, with and without tees (just peg it into the middle of the fairway...who cares!? Just be sure to pick it up afterwards...don't want the guys behind you thinking you need tees from the fairway)

I agree with GJW but I'd like to add when "we" talk of driving distance it's normally pegged up and if "we" talk irons or fairway woods then we're normally talking off the deck.
