As a 24 handicapper, I find that off the tee, I can make much better contact with my big-head driver than with my 3 wood?

If this is the case, why aren't 3 woods (for driving) made with a larger head?

Because of the limitation by USGA/RA Golf Rules..like
460cc is the max face for driver
48 inch in the max shaft for driver
14 clubs is the max in the bag
etc...etc....

By the way, I can't swing a driver. Only 3 wood do the job for the moment.

They are. They're called 'High Launch' drivers or 'Thrivers', and come in lofts of 12-16º. Check out Bang heads, and the new offerings from SMT.
