Its' hard to say for sure without seeing your chipping! But I know the basics that you should be doing that really work for me. Take a narrower stance, knees slightly bent and keep most of your weight on your left side ... say (70 /30). This helps promote a downward strike on the golf ball.
Ensure you are hitting down on your chips and not 'scooping' or 'lifting' the golf ball into the air. If you get this right you are most of the way there! Just move your arms and shoulders back with a quicker wrist cock and hit down on the golf ball, keeping your legs as quiet as possible.
