chad - i think accelerating the blade is NO1 in putting. If you hit the short putt solid with gently accelerating blade it will go on........easier said than done!
One other thing i concentrate on short putts really making sure my body doesn't move at all. Nothing sucks the life out of you than a missed short one...........(well maybe a shank from 50 yards out!)

agree, here are my putting thoughts, take a short backswing so I have to "rush" the forward swing to hit it hard enough. On my practice putt pick out a blade of grass, which would take the place of a ball, and make practice strokes back and through without ever letting my eyes leave that spot, this practices keeping the head down.
It may sound Irish but if you're missing 3ft putts hit the previous shot closer!!
It's not as stupid as it sounds:
If you're 3 putting the problem is with the 1st putt whih you're leaving too far away - the key to 2 putting is weight i.e. hit the first putt with the right strength to find the middle of a 3' diameter bucket. The worst that can happen is that you have a 18" second putt.
The same applies to the chips from the fringe and short pitch shots - weight is the key.
Then its important to develop a consistent stroke for all putts - long and short so that the only variable is the length of the swing back and through.
Finally, develop a consistent routine - pick a pro and copy him. Ernie has 2 practice swings a little shuffle and a smooth stroke. Aaron Baddeley a practice swing sets up to the ball and bang!
Find one that suits your personal rhythm, stick to it and trust yourself.
What I do for short putts, like the ones you say you are missing, is follow through past the hole. I putt with a very soft stroke, so that I do not putt too hard and have it go over, or bounce out of the hole.
Lets say that your ball is the o and the hole is the O

you want your putter face to follow through to where the arrow is
When you do this, you may want to putt with the ball more towards the toe of the putter to decrease the amount of speed that is exerted from the putter.
It would look like this.
----- <- that is your putter face o <- that is your ball
o
-----
Since you hit with the toe of your putter, and the ball is not being struck by the "sweet spot," the ball will not carry as much speed and should sink right into the cup.
Following through in this fashion makes it almost impossible for me to miss putts within 3 feet because I make sure that I am putting on the correct line, and know that it will roll exactly where my putter ends up on the follow through.
I hope my advice was easy to understand, and helps everyone sink more of these short putts.
