Not used. UK.
In my experience the LR is normally used on links courses or where the nature and width of the 'fringe' and position of the heads may actually cause a problem in putting.

I thought that this was covered by the rules for immovable objects. Why would you need a local rule?

The rule for immovable obstructions (not objects) only gives relief for ball, stance and swing. The Local Rule gives relief for line of play in certain circumstances.

Brian, see Appendix I, pages 102 and 110 in the Rules Book for 'Immovable Obstructions close to the putting green'. The Local Rule MAY be adopted for Immovable Objects on the line of play near the putting green.

The Rule 24-2 that you refer to is for the ball lying on, or the player's stance on the IO.
