    if i am in a water hazard but the waters dried out and it is empty can i play the shot or do i take a penalty thanks

    Yes, play it. Just do not ground your club at any time. This is for any hazard. You see some play the shot when the ball is half way below the water line, but be ready to bring a towel....

        That holds true unless local rules are in effect.

        On my home course, yellow stakes are water hazards - drop behind, add a stroke. Red stakes are lateral hazards - drop and add a stroke. White stakes are OB - reload (enjoy your walk of shame).

          If you can play your ball out of a hazard you do just not ground your club as said before. I have had experience with this hitting out of what seemed a sewage creek.
