can I influence the down swing from controlling the follow through in a full swing scenario without falling into the trap of steering the club face into impact, also should club head move very fractionally before hands move in the take away

If you try to influence the through swing in any way you are steering the club. You should try to influence the backswing by a correct turn and pivot, the through swing happens in 4/10ths of a second, I don't know how much influencing your could do.
The second question, sounds like a forward press. Some people use it and some don't. I use the forward press to flatten the left wrist prior to the takeaway. Now I consider it one motion.
