    Yep knowing the rules will always help, not knowing will alway hurt you..lol..and I stand corrected, I was thinking of the waste area and declaring unplayable when you can use subsection b or c of rule 28.

    As to the pro's getting a $500 fine, that is a local course rule. Local course can pretty much add any rules they like...my course has lots of rocks, once you get off the fairway, so in the interest of saving clubs and since were not making a living to this, we get free drops in many areas of the course. Some more then the traditional two club length, usually no closer to the hole but as far as we need to go to get away from the rocks. Some of the guys take it too far, looking for grass and perfect lies...lol...starts a lot of arguments, if the first clean area is dirt, then dirt it is...lol...

      Well the pros' fines are 'Conditions of Competition' not Local Rules.

      And courses can't make any Local Rules they like (but we all know they do ). They have to conform to the specimen LRs in the Rules Book or they have to be approved specifically by thr USGA or R&A. Otherwise the game isn't being played under the Rules of Golf.
