Clean and place

Hi Guys, can anyone tell me, regarding clean and place. Does it only apply to the fairway or anywhere (especially the rough)?

The Local Rule approved by the USGA/R&A only applies to 'closely mown areas' (in effect the fairway or fringe of the greens)
