Lateral Water hazard ruling

Can you tell me the answer to this please.

When dropping a ball from a lateral water hazard, if the area that is within 2 club lengths is in a bunker, does the ball have to be dropped in the bunker or somewhere else ?

The short answer is no. But you may drop it in the bunker if there is nowhere else.
Are you saying that the WH margin is the same as the bunker edge? You can drop it in any space between the WH and the bunker in and play with your feet in the hazard.
