  • Rule 19?

    Can anyone help me with "rule 19" the reason I ask is that i do the handicaps for a society, and a 17hcp finished with a nett 62 which is 4 below css. The next medal his new handicap was 16 and he then hit a nett 61. Justifyably, a few members said to me that he should be cur again under rule 19. If this is the case what is (if any) the formula and when should it come into effect?

    Hi Pal.
    If i remember rightly rule 19 deals with balls in motion that are deflected or stopped. I am going through my R&A rules book and will get back to you.
    Also i can tell you that unless your society has joined the EGU , then any h/cap in your society is not valid and will not be recognised by the EGU.

      hope this is of help.
      Clause 16.11

      If a player returns a Qualifying Score or Scores below his Playing Handicap at his Home Club or away and is unable to:
      (a) report an away score(s) to his Home Club or
      (b) ascertain whether or not his Playing Handicap has been reduced as result of the score(s)
      he shall, before playing in another competition at his Home Club or away, for that competition make such reduction to his Playing Handicap as shall be appropriate under the System by applying the Competition Scratch Score if known, otherwise the Standard Scratch Score, to calculate his Nett Differential and handicap reduction.

      Should a player not know his Exact Handicap, such reduction should be made from his Playing Handicap less 0.5, (e.g. if Playing Handicap is 16 then reduction should be from 15.5).

      Note: Handicap reductions only shall be applied under this sub-clause. Handicap increases may only be made by a player’s Home Club after scores have been duly reported.
      The reduction must be applied to the handicap before playing again. This modified handicap should continue to be used until the Handicap Committee has processed the score and updated the record.

        Rule 19 is the General Play rule from the CONGU Handicapping system not the Rules of Golf.

        That said, it would be unusual to cut a player after having been cut by the system, after playing in two qualifying competitions but it depends on what other information the h'cap committee have.

        As it happens, it is forbidden to use a formula to adjust a handicap under the General Play rule (Clause 19.7). Also, a handicap may not be reduced by less than 1 full stroke (clause 19.1).
