Never heard of that one.
You are allowed to take more than one club into a bunker AND put down the ones you decide not to use without it counting as touching or testing so I'd say that it wasn't true.
I suppose there might be a local rule to prevent damage to the hazard; come to that I can't think of why you'd want to drive your buggy into the sand or water .

If it's a bunker or staked red/yellow it's a hazard, often it can be a ditch that sometimes or even never gets wet.
It is OK to take a bag or pull trolley into a hazard but you must not ground your club to test the ground. Not sure about Buggies or Carts, probably local rules/common sense for that.
