My advice would be to do something everyday. Practicing your putting can be done indoors- not so much hitting a target as working on set-up, grip, and stroke. I chip balls in my backyard a couple of days a week. You can find all sorts of lessons and tips on Golf Cannel.com, pgatour.com, golf digest, etc. I've only been playing for a year and a half and am steadily moving my handicap down. My mantra has been "do something every day".

I find that I concentrate on the short game, especially chipping and pitching, getting that ball nice and close to the pin and this is what gets your handicapp down.
I practice in my back yard as much as I can, I have 25 balls and I hit them up and down the yard 4 times on each ocassion. I used to think that the driver was my most important club, but I know now that its not. Hope this helps
