An 11 year old will get stronger as s/he gets older. Concentrate on flexibility exercises now. I also subscribe to the Pete Sisco theory of Static Contraction Training - leave the weights out of the flexibility training.
The pgatour.com has a section of excercises and training tips from a personal trainer of Phil Michelson you might want to look through the archives to see what you could use. Most of them that I have seen seem to be a lot of stretching and flexibility excercises. I keep telling myself that I am going to start some type of program but as of yet have not

a few tips for working with junoir golfers.
1) Make sure the clubs they use are suitable. Heavy-full length clubs can seriously hamper the developement of a juniors swing...see your local pro for advice
2) Give them a grip that is suited to returning the clubface squarely back to the ball...The baseball style grip is ideal for youngsters
3)stress the importance of aiming at specific targets.
4) encourage them to work on there short game. the touch and feel that they develope now will stay with them forever
5) Remember kids tire easily so keep their practice sessions short. They will develope bad habbits easier if you allow them to practice when tired.
6) MAKE GOLF FUN let them compete and play half rounds when possible and seek out a good teaching pro to help with their developement.
