Yes, could have said "gravel" instead of "crushed bluestone"...
The area where the ball in question finished has completely overgrown the LH side of what was a path used by the groundstaff.
The mowers only go to the RH side of the path, the passage of the traffic along the path looks after the rest. The groundstaff make no effort to manicure the creek side if the path.
If all of that makes any visual sense.
The whole crux of the argument was the marking of the ball with the foot.
The rule book actually states (page 21, in the "quick guide to the rules of golf section" at the start of the book) -
"When the ball is being lifted in order to drop or place it in another position (e.g. dropping within 2 club-lengths under the unplayable rule), it is not mandatory to mark its position although it is recommended that you do so"
I am still reasonably sure DQ was unwarranted...
